Abstract:
This paper looks
at the approach taken by the Ministry of the Premier
and Cabinet to achieve a functional review and organisational
restructuring exercise (Codd, 1997), which resulted
in some critical downsizing and some innovative internal
implementation teams to lead the organisation through
the change process. It concentrates on the development
of the Strategic Employment Branch, which came out of
the restructure of the Ministry.

STRATEGIES FOR OVERCOMING RESISTANCE TO CHANGE
Question:
Critically compare and contrast concepts and theories
of leadership and/or change management as they might
be applied in dealing with resistance to change in the
current situation facing you as a middle manager in
your organisation.
Abstract:
This paper reviews
the concepts and theories around leadership and organisational
change and then examines as a case study the approach
taken by the Ministry of the Premier and Cabinet to
achieve a major change facing the WA Public Sector currently.
Implementing a process of devolution of redeployment
case management. This was a direct result of a functional
review and organisational restructuring exercise (Codd,
1997), which refocused the direction of the Ministry
and some critical downsizing internally. Redeployment
is yet another one of the human resource issues that
is being devolved back to Public Sector Agencies, similar
to functions like position classifications, and staff
recruitment, which were previously centralised.
